Generally speaking, it refers to someone who doesn't like to get dirty, is easily offended, has great concern for her appearance, is very delicate, is uptight in personality, is overly feminine in action and appearance.

I would consider it insulting, but that is just my opinion. Can someone tell me what prissy means? im not satisfied with the meaning from webster's dictionary?
If someone called me prissy, I would be offended, too. To me, prissy is someone who is a little uptight, easily offended and serious. Can someone tell me what prissy means? im not satisfied with the meaning from webster's dictionary?
I think of it as being a "girly girl." Also, when I picture someone prissy, I see them walking like a girl, really moving the rear!

It's not an insult, so you're okay!
To me it means delicate or fragile. I guess it could be taken as an insult if it was meant to be like, "quit being so prissy and help me move this log'
